No. It is neither fair nor accurate to say that all black people are stupid. Consider the dictionary definition for the word “stupid:”
a : slow of mind : obtuse
b : given to unintelligent decisions or acts : acting in an unintelligent or careless manner
c : lacking intelligence or reason : brutish __ Source
All of us know — or know of — black people who do not fit the above definitions. In fact, there are many black people who do not fit the definition of stupid.
Consider the set of overlapping IQ distributions above. Although the distribution for blacks has the lowest mean — roughly 85 — one cannot help but see a significant overlap between the black IQ distribution, and the other 3 IQ distributions. Many readers here should be able to find black persons who are their equal — or superior — in terms of IQ.
So black people are not “stupid” when seen in entirety, although the average IQ of American blacks is 1 full standard deviation below the overall population IQ mean. Some persons still call all blacks stupid. Even worse, some people refer to blacks as idiots, morons, or imbeciles. We can easily see from the classification table below, that to be considered a moron, one would need to have an IQ between 50 and 69. But if you consider the proportion of all blacks with IQs below 70, we find that only about 16% fall into that grouping. That would give us about 13% of blacks in the “moron” category, about 2% in the “imbecile” category, and less than 1% in the “idiot” category.

And so we see that one should be more careful when throwing around words such as “stupid,” “idiot,” “moron,” and “imbecile,” when describing not only persons, but also populations of persons living in the western world.
Of course, the picture changes a bit when looking at populations of sub Saharan Africa. As you can see from the map above, the mean population IQ scores of black African nations group around 70 IQ points. This would mean that according to the categories above, 50% of black Africans would fall into one of the categories of “moron,” “imbecile,” or “idiot,” by the archaic standards in the table above.
Low IQ Doesn’t Make You Stupid, If You Live In a Population With Low Average IQ
This does not mean that such persons should be considered “stupid,” however. Persons with IQs of 60 to 70 might well behave reasonably and appropriately for the culture in which they are immersed. A person with an IQ of 80 might be seen as particularly bright in some African countries. “Stupid is as stupid does,” as they say. In that sense, stupidity is relative to the culture.
It might be best to think of an African with an IQ of 70 as someone who is “mentally young” or “mentally undeveloped” in terms of what is required to function in a modern, technological society — rather than “stupid” or “retarded.” Unfortunately, due to that persons’ genes it is unlikely that he will ever “develop” to a much higher level.
Problems arise when persons of one culture are set down in the middle of an alien culture, where average IQs are higher than in their native culture, and the criteria of stupidity and dysfunction are different. Persons once considered “bright” in their native culture, might be seen as “stupid” and unemployable in an alien cultural setting. This is the type of problem that immigration policies should be designed to minimise. Unfortunately, immigration policies in most countries of Europe and the Anglosphere seem designed to maximise the problem of cultural alienation and immigrant dysfunction.
And now that technology is displacing more and more of the workforce from gainful employment — making more people “superfluous” — the problem of cultural alienation at the bottom is certain to grow worse. Affirmative action policies only make the problems worse.
Given higher tendencies toward violent behaviour for many low IQ groups (… more), governments have even more reason to be very careful when determining immigration policies.
In the general violence literature, low IQ has been associated with an increased risk for violence,30,31 and there is evidence to suggest that low IQ combined with psychopathy presents with an additive risk for increased violence. More:

Intelligence is up to 80% heritable. Executive function (including impulse control) may be up to 90% or more heritable. And multiple genes have been linked to violent behaviour.
These are all important things to consider when determining locations to live, or to start a community of Dangerous Children. Prepare for the worst. Hope for the best.
